Dummy cake tiers whilst a really good idea to add height and grandeur to your cake design, will not reduce costs by much. The reason for this is that the dummy tiers still have to be decorated in harmony with your cake design and will take as much time as it would to decorate a real cake. So it is more to do with the time taken to decorate rather than the cost of the cake itself.
